AI training and consulting for the public sector

Türkiye's AI Action Plan (2026–2030) puts public institutions at the centre of AI transformation. We build staff AI literacy, set up safe-use frameworks and develop solutions that keep data in-house.

Public institutions handle heavy volumes of correspondence, applications and documents. Generative AI can lighten this load, while computer vision opens new possibilities in city management.

But the bar for AI in the public sector is high: protecting citizens' data, accountable decisions and equal access to services. Our programmes are built on these principles and the direction of the Action Plan.

Key AI use cases

Document processing

Classifying incoming documents, extracting information and summarising.

Citizen services

Assistants that answer frequent questions and route requests to the right unit.

Regulation and knowledge access

GenAI assistants (RAG) that search internal regulations, rules and decisions.

Smart city

Computer vision-based traffic, infrastructure and environmental monitoring.

Planning and analytics

Service demand forecasting, resource planning and data-driven policy analysis.

Staff productivity

Safe use of generative AI for correspondence, reports and presentations.

Regulation and risks

  • Türkiye AI Action Plan (2026–2030): In force since 18 August 2026 through Presidential Circular 2026/9, addressed primarily to public institutions. It rests on human-centricity, trustworthiness, ethical responsibility and digital sovereignty, and lists AI literacy among its priority goals.
  • Data protection (KVKK): Processing citizens' data, cross-border transfer rules and the authority's generative AI guide form the binding framework for public institutions too.
  • Data sovereignty: On-premises or in-country hosted solutions stand out for citizen and institutional data.
  • EU AI Act (as a reference): In the EU, systems used to assess eligibility for public assistance benefits and services are high-risk. It does not apply directly in Türkiye but is an important reference for good practice.

Our experience: Computer vision-based smart city solutions and document processing.

Frequently Asked Questions

What does Türkiye's AI Action Plan expect from public institutions?

In force through Circular 2026/9, the Action Plan lists human-centric, trustworthy and ethical use of AI by public institutions, and raising AI literacy, among its priority goals. It is coordinated by the Ministry of Industry and Technology.

Can public sector staff use tools like ChatGPT?

For work that involves no citizen data, personal data or confidential institutional information, within rules set by the institution. Work involving personal data should use approved solutions, preferably hosted on premises or in-country.

How should AI training be planned for public institutions?

Start with short awareness and safe-use training for all staff, then design role-specific programmes for managers, legal and IT units and specialist staff.

Why does on-premise AI matter for the public sector?

It allows citizens' data to be processed without leaving the institution, keeping control over data sovereignty and data protection compliance. Assistants running on premises can be built with open-weight models.
